Is it racism, stereotypes, or what?

There was a ( set up)case some years ago, were a women was being beat up by a man in public, and people just walked by...no one stopped to help. They were afraid they might get hurt.
I'm 78. My generation learned at a young age...when others are in need of help...you help even if it puts you in danger. Very few younger people will do that today.
