and see. And I beheld, and lo a black horse; and he that sat on him had a pair of
balances in his hand. And I heard a voice in the midst of the four beasts say, A
measure of wheat for a penny, and three measures of barley for a penny; and see thou
hurt not the oil and the wine.

The association between black and famine is found on Spoke 3 in
the Book of Lamentations (vs. 5.10) "Our skin was black like an oven because of the terrible famine."
This is profoundly connected with the primary theme of Lamentations as discussed in The Fullness of Divine Retribution.
It also is a major theme of Spoke 3 of the Inner Wheel of Isaiah, seen most clearly in the opening
verses of Isaiah 3:
For, behold, the Lord, the LORD of hosts, doth take away from Jerusalem and
from Judah the stay and the staff, the whole stay of bread, and the whole stay of water
